2026 Board of Directors Election

All members of the Arms Control Association are invited to vote for the Board of Directors online or by mail on the proposed slate of candidates for the 2026-2028 term. The slate of candidates for the 2026-2028 term are listed below and include four current board members who have agreed to continue to serve, and three new individuals.

Please see below the biographies of this year's candidates and the ballot. Cast your vote by April 20, 2026. Please note that if you also vote by returning the ballot you have received by postal mail, your vote will only be counted once.

Board Candidate Bios

Candidates Running for Reelection:

Thomas Countryman (current Board Chair) has served on the board of directors since 2017. He is the former  
Acting Undersecretary of State for Arms Control and International Security and Assistant Secretary of State for  
International Security and Nonproliferation and served for 35 years as a member of the U.S. Foreign Service  
achieving the rank of minister-counselor.

Leland Cogliani (current Board Treasurer) has served on the board of directors since 2017. He is Senior Principal  
Energy Practice lead at Lewis-Burke Associates LLC. He was formerly the lead Senate Appropriations Committee’s  
staff member with budget and oversight responsibility related to the National Nuclear Security Administration and  
Department of Energy national laboratories and intelligence programs.

Lilly Adams has served on the board of directors since 2020. She works at the Union of Concerned Scientists as  
Senior Outreach Officer for the Global Security Program with a focus on supporting nuclear frontline community  
members impacted by the testing and production of nuclear weapons.

Mathew Bunn has served on the board of directors since 1999. He is a Harvard Professor of the Practice of Energy, National Security, and Foreign Policy and Co-Principal Investigator the Project on Managing the Atom at the Belfer Center for Science and International Affairs at Harvard University’s John F. Kennedy School of Government. Earlier in his career, he served as editor of Arms Control Today.

New Candidates: 

Joyce Connery owns and operates her own consulting firm, Connery Strategies, and is a distinguished fellow at  
the Nuclear Energy Policy Initiative of the Atlantic Council’s Global Energy Center. She retired in 2025 after over  
twenty-three years of U.S. Federal Government service including leadership at the Defense Nuclear Facilities Safety Board which she chaired from 2021-2025.

Lynn Rusten is an independent national security consultant and Nonresident Senior Fellow with the  
Transatlantic Defense and Security Program at the Center for European Policy Analysis. From 2018-2024 she was  
the vice president for the Nuclear Threat Initiatives Global Nuclear Policy Program. With expertise in nuclear  
arms control, nonproliferation, and national security policy, she has held senior positions in the White House,  
Department of State, and Congress.

Bruce Turner has decades of experience as a career member of the Senior Foreign Service earning numerous  
Superior Honor and other performance awards. Most recently, he served as the U.S. Permanent Representative to  
the Conference on Disarmament from 2022-2025 and previously was the Senior Bureau Official for the Bureau of  
Arms Control, Verification and Compliance (AVC), where he had been a Deputy Assistant Secretary.
