Xiaodon Liang is the Senior Policy Analyst for Nuclear Weapons Policy and Disarmament at the Arms Control Association. He focuses on U.S. nuclear weapons policy and the budget, arms control and disarmament policy issues, and U.S. strategic relations with Russia and China. In collaboration with colleagues at ACA, he also tracks the U.S. nuclear weapons complex, European security issues, and emerging technologies.

Xiaodon holds a PhD in International Relations from The Fletcher School of Law and Diplomacy, Tufts University, where he researched the politics of arms industry management in semi-industrialized countries. During his graduate studies, he contributed to the World Peace Foundation's work on the arms trade, received a Taiwan Fellowship research grant, and was a PhD fellow with the Fletcher Center for Strategic Studies. Before that, Xiaodon was a research assistant with the political and security affairs team at the National Bureau of Asian Research. He began his career as an intern with ACA in 2011.
