    The just-concluded third Preparatory Committee (PrepCom) meeting for the 2010 Nuclear Nonproliferation Treaty (NPT) Review Conference has been heralded as a much-needed success story, with much of the credit given to the Obama administration's more positive approach to multilateral diplomacy and arms control. In the most constructive and collegial atmosphere seen in an NPT meeting since 2002, the agenda and all significant procedural decisions for 2010 were adopted expeditiously in the first week of the May 4-15 meeting in New York. Barring any unforeseen and dramatic deterioration in relations, there is an excellent chance that next year's review conference will be able to open smoothly and get down to work without the kind of frustrating procedural delays that marred the 2005 NPT Review Conference.     The process of determining noncompliance is an important aspect of the International Atomic Energy Agency (IAEA) safeguards system, as well as the only established mechanism for determining noncompliance with the nuclear Nonproliferation Treaty (NPT) itself. Noncompliance with an NPT safeguards agreement constitutes violation of Article III of the NPT, the obligation to accept safeguards on all nuclear material, and, depending on the circumstances, possibly a violation of Article II, the obligation not to acquire nuclear weapons.     Soon after the Obama administration took office, Vice President Joe Biden set the tone of the new administration's approach toward Moscow when he called for the United States and Russia to press the "reset button" in their bilateral relationship.[1] This theme was reiterated in the March 9, 2009, meeting between Secretary of State Hillary Rodham Clinton and Russian Foreign Minister Sergey Lavrov. Providing guidance to their bureaucracies, Presidents Barack Obama and Dmitry Medvedev, at their meeting on the margins of the April G-20 financial summit in London, "decided to begin bilateral intergovernmental negotiations to work out a new, comprehensive, legally binding agreement on reducing and limiting strategic offensive arms to replace" START.     President George W. Bush Dec. 30 signed the instrument of ratification for a U.S. additional protocol to its International Atomic Energy Agency (IAEA) safeguards agreement. Although the United States is a nuclear-weapon state under the nuclear Nonproliferation Treaty (NPT) and is not required to adopt IAEA safeguards, it has done so as a confidence-building measure. Washington has also pressed for the universal application of the 1997 Model Additional Protocol in order to better detect and deter illicit nuclear activities. (Continue)

    Four years after the U.S. Senate issued its advice and consent to ratify an additional protocol with the International Atomic Energy Agency (IAEA), President George W. Bush signed the instrument of ratification Dec. 30. The United States is expected to deposit the measure with the agency this week. (Continue)

    The 1978 Nuclear Nonproliferation Act (NNPA) sought to tighten the criteria for nuclear cooperation and reshape the nuclear fuel cycle. Many of its provisions have been forgotten, but the NNPA regained notoriety this year with the approval of the U.S.-Indian nuclear cooperation agreement. The objectives of the NNPA are timeless and in no danger of being achieved soon. (Continue)

    President-elect Barack Obama's November victory represents a clear mandate for change on a number of national security issues. One of the most decisive ways in which Obama can restore U.S. nonproliferation leadership and spur action toward a nuclear-weapons-free world is to win Senate support for ratification of the Comprehensive Test Ban Treaty (CTBT) within the next two years.

    By banning the "bang," the CTBT limits the ability of established nuclear-weapon states to field new and more sophisticated warheads and makes it far more difficult for newer members of the club to perfect smaller, more easily deliverable warheads. The CTBT is one of the key disarmament commitments made by the nuclear-weapon states at the 1995 and 2000 nuclear Nonproliferation Treaty (NPT) review conferences. (Continue)

    For nearly 40 years, American presidents have expressed their intention to fulfill the U.S. obligation under the 1968 Nuclear Nonproliferation Treaty (NPT) to pursue "effective measures relating to cessation of the nuclear arms race at an early date and to nuclear disarmament." Still, few presidents have taken that goal seriously, and those who did missed historic opportunities to move closer toward a nuclear weapons-free world. (Continue)
