Experts Views on India Nuclear Deal

In a letter to Congress, a bipartisan group of 16 former U.S. government officials and experts with vast experience in security, energy, and nonproliferation matters outlined a number of key concerns about the nonproliferation implications of the U.S.-India nuclear cooperation proposal outlined in July 2005. The letter is a concise summary of the nonproliferation shortcomings of the proposal.

The letter calls upon members of Congress to “consider the full implications of the proposed agreement … and pursue additional stipulations that might result in a positive outcome to U.S. and international security.” The experts conclude that “On balance, India’s commitments under the current terms of the proposed arrangement do not justify making far-reaching exceptions to U.S. law and international nonproliferation norms."
