Four years ago, President Barack Obama outlined an action plan to reduce nuclear weapons-related risks. Significant progress has been achieved but momentum has slowed as proliferation problems, particularly in North Korea, persist.
In his second term, President Obama has an opportunity to strengthen the barriers against proliferation and take further steps toward the peace and security of a world without nuclear weapons.
At the same time, irresponsible and illicit transfers of conventional weapons fuel conflicts in troubled regions. With the support of the United States and others, the newly negotiated global Arms Trade Treaty can help adjust these patterns.
ACA's 2013 Annual Meeting will focus on strategies and solutions to bolster the nuclear nonproliferation system and build-up the new Arms Trade Treaty. Our program includes:
- Keynote luncheon speaker Ellen Tauscher, former Undersecretary of State for Arms Control and International Security and 7-term member of the U.S. House of Representatives on “Prague 2.0 - Next Steps for the Second Term;”
- "Understanding the Tensions on the Korean Peninsula and the Next Steps for Washington" panel discussion with Leon Sigal, director of the Northeast Asia Cooperative Security Project at the Social Science Research Council, Joel Wit, visiting scholar, U.S.-Korea Institute at SAIS, and Fabrice Vareille, deputy head of the division for relations with Japan, the Koreas, Australia and New Zealand at the European External Action Service (EEAS);
- "The New Arms Trade Treaty - Assessing Its Impact and Accelerating Its Implementation" panel discussion with Rachel Stohl, Stimson senior associate and ACA board member and consultant to the president of the talks, Paul O'Brien, Oxfam America vice president for policy and campaigns, and Richard Tauwhare, UK Foreign and Commonwealth Office, head of the Arms Export Policy Department.
We will also present the findings of ACA's 2011-2013 Nuclear Nonproliferation and Disarmament Report Card. The report measures the performance of 11 key states in 10 universally-recognized categories over the past 32 months.
